For hobby CNC, woodworking, soft metals, drilling and general roughing, a cheap ER collet is genuinely fine. A few hundredths of a millimetre of extra runout does not change the result on those jobs. At a 0.5 mm step-over in plywood, 25 microns of runout is invisible, and on a lathe where tenths are not needed a budget set in 1/32 inch steps does the job. Even experienced machinists keep their cheap collets rather than binning them; the honest habit is to relegate the out-of-spec ones to work holding and save a quality collet for precision tool holding.
