For the everyday job, starting a normal petrol car with a flat battery, a cheap lithium pack genuinely works. A healthy small or midsize gas engine only draws a few hundred amps to crank, far below the thousands printed on the box, and in independent lab testing budget packs restarted a completely dead V6 three times in a row in cold weather. The USB power bank and LED torch built into these units also do what they claim, so as a general emergency kit item it earns its place.
On arrival, look for a genuine safety-lab mark (UL or Intertek/ETL) on the unit and box, and confirm reverse-polarity and short-circuit protection in the manual. Fire services specifically tell buyers to check for a Nationally Recognized Testing Laboratory symbol, and a generic marketplace lookalike with none is where the fire risk is real.
Where the cheap ones cut corners
Fire recalls are real for this whole class
Portable lithium jump starters get pulled from the market by safety regulators for fire risk. The UK government recalled the Ring RPPL360 because a fault could ignite the internal cell, and the US CPSC has issued multiple recalls for the same overheating failure.

A bad batch fails at recall scale

It can quietly go flat in storage
A lithium pack loses charge every month just sitting there, and heat inside a car speeds it up, so one left in the glovebox for a season can be too flat to crank. Budget cells with weaker battery management tend to fade fastest.

Right for a normal small or midsize petrol car with the occasional flat battery, and as a backup power bank and torch to keep in the boot. If you run a diesel, a big truck or a large V8, or you need it to sit unused for months and still crank on the first try, spend up on a unit with a recognized safety-lab mark and stated reverse-polarity and short-circuit protection. The cheapest no-name packs are the ones regulators keep recalling for fire.
